I don't know whether I should submit the first few chapters of my book to the publisher and keep working on the rest or wait until I have finish the lot. What do you think?

In my opinion, it's better to finish a novel, make sure you're happy with it, and then send it off to the publisher. If they like the first few chapters and want to see the rest before deciding to publish it, it looks unprofessional to say, 'Oh, haven't finished it yet, can you wait four or so months until I do?'
Remember to be professional at all times. That goes with the presentation of your manuscript as well as any verbal or written correspondence.
